What a PDAM Is

A PDAM is a regional water utility. There is no single water company for Indonesia: every regency or city runs its own PDAM, with its own billing and its own customer numbers. The water bill comes every month, the PDAM adds a penalty when it is paid late, and an account left unpaid for months can have its water cut off.

In Bali the ones that matter are PDAM Badung (Perumda Tirta Mangutama, which serves Canggu, Seminyak, Kuta, Jimbaran and Uluwatu), PDAM Denpasar (Sanur included), PDAM Gianyar (Ubud included) and PDAM Tabanan. On this page you can check and pay that water bill with a foreign card, with no Indonesian bank account and no e-wallet.

Who It Is For

  • You rent a villa or a house in Bali, in Badung, Denpasar, Gianyar or Tabanan, the water account is in the owner's name, the bill is yours to pay, and your card is refused by the local apps.
  • You live outside Indonesia and want to pay the water bill of a parent's or relative's house. Ask them for a photo of the water bill, which shows the PDAM's name and the customer number.

It works from anywhere. The bill may be in someone else's name: a water connection is almost always in the owner's name, and that is fine.

What You Need

  • The PDAM's name. It is in the logo or the letterhead of the water bill. Not sure? Go by the area: Canggu, Seminyak and Uluwatu belong to the Badung regency, so the utility is PDAM Badung, not Denpasar.
  • The customer number (No. Sambungan or ID Pelanggan). It is on the water bill or on the water meter card, and has 4 to 20 digits depending on the utility.

A 12-digit number on an electricity bill is a PLN customer number, not a PDAM one. For that, open the PLN bill page and read how paying a PLN bill works. Not sure the electricity meter is postpaid? Read how to tell a prepaid from a postpaid meter.

How to Pay

  1. Pick the PDAM
Open the PDAM bill page and choose the water utility from the list.
  2. Enter the customer number and check
We show the account holder's name, the address, the months still open, the water used in m³ where the PDAM reports it, the late penalty and the PDAM's admin fee, the rupiah total and the price in euro. Check that the name and address match the house you mean.
  3. Pay
Pay with Visa, Mastercard, Apple Pay, Google Pay, iDEAL, Bancontact, or Wero. Before you pay we ask for your email address and send a one-time code to confirm it.
  4. Paid
The payment reaches the PDAM usually within 1 minute. You get a reference number and a PDF receipt, on screen and by email.

Price and Fees

The price you see before paying is the final price. It already contains the water bill, any late penalty, the PDAM's admin fee and our service fee. Nothing is added at checkout, whichever payment method you choose. The exchange rate is explained in how our exchange rate works.

If more than one month is open, they are paid together.

When a Payment Fails

  • Already paid. If someone else, the owner for example, has just paid the bill, the PDAM refuses the second payment and you are refunded in full.
  • The amount changed. If the PDAM updates the bill after your check, we do not pay a different amount. You are refunded in full and can check again to see the new amount.
  • It could not be settled today. A check is valid until late that same day, Jakarta time. If the payment cannot be completed that day, you are refunded in full and can check again tomorrow.

FAQ

The bill is in someone else's name. Can I still pay it?
Yes. The name we show is the water account holder, not the payer. Use the name and address to make sure the number is the right house, then pay.
The number on my bill has letters in it. What do I enter?
Enter the digits only. Letters, dots or slashes in front of the number are usually an area or tariff code, not part of the customer number. If it is refused, try the other number printed on the bill or the meter card, or ask the owner.
My PDAM is not in the list. What now?
Email support@indonesia-topup.com with the PDAM's name and town. We add utilities on request and let you know as soon as yours can be paid.
How is this different from a PLN electricity bill?
Electricity is billed by PLN, one company for all of Indonesia, with a 12-digit customer number. Water is billed by the PDAM of your regency or city. Both can be paid here, each on its own page.
